What the service is

RadioPaperwork monitors FCC online public inspection files. It reads the FCC's public records on a schedule, reports what it finds, including that it could not determine an answer, and emails you when something it watches goes missing. It also prepares the records that are coming due and, once you approve a specific document, uploads that document to the station's public file.

Filing on your behalf

To file for a station, we need the OPIF API access token from that entity's Settings → Access Token page. It authorizes uploads to that entity's Online Public Inspection File; it is not your station sign-in passcode, FRN, or CORES password. We do not file a document nobody at your station has approved, and we keep a record of what was approved, by whom, and when. Regenerate the token in OPIF to revoke the old one.

Approving a document does not move responsibility for it. The FCC holds the licensee responsible for the contents of its public file and provides no safe harbor for using an outside service. We also do not file anything through the FCC's licensing system. Form 396, ownership reports, and applications remain yours to file.

What it is not

Not legal advice, not legal representation, and not an FCC compliance certification. "No gaps found" means our checks found no gaps in what they cover. It does not mean a station is in compliance with FCC rules, and it is not a substitute for your licensee's or counsel's judgment. Decisions about what to file, and when, are yours and theirs.

Accuracy has limits

We report from the FCC's records as its systems present them to us. Files placed in unexpected folders, combined multi-station uploads, FCC system outages, and rule changes can all produce findings that need a human look, which is why results say "needs review" or "unknown" when that is the honest answer. Verify anything consequential against the FCC's site before acting on it.

Your account

Keep your sign-in to yourself, use the service only to monitor public records lawfully, and don't probe, overload, or resell it. You must be able to form a contract on behalf of the organization you create.

Subscriptions and billing

Monitoring is billed per station, monthly or annually as you choose, at the price shown when you subscribe, through Stripe. Adding a station adjusts the next invoice; removing one adjusts it the same way. Cancel anytime from the billing portal. Monitoring runs through the end of the period you've paid for, and we don't charge again. If a payment fails we'll say so and retry. If the subscription stays unpaid or canceled, monitoring and filing pause 30 days after payment stopped; your stations and scan history are kept, and restarting the subscription resumes everything where it left off.

Ending the service

You can close your account at any time by writing to [email protected]. We can suspend or end accounts that break these terms, and we can discontinue the service with 30 days' notice, refunding any prepaid time past the shutdown date.

Liability

The service is provided as-is, without warranties. To the fullest extent the law allows, Sparkgap LLC is not liable for indirect or consequential damages, including FCC enforcement outcomes, which turn on your filings, not our monitoring, and our total liability for any claim is capped at the amount you paid us in the twelve months before the claim arose.

Governing law and changes

These terms are governed by the laws of the State of Delaware. If we change them in a way that matters, account holders get an email before the change takes effect; continuing to use the service after that is acceptance.
